ADS-B is an excellent system, we have full coverage here in Oz and the 33
ground stations give us a nationwide ATC capability (for ADS-B equipped
aircraft) above 30,000 ft, So the  question should be I think what state
were the other aircraft systems in?  I'm not sure what information is
around, but if they are real ADS-B messages they should (depending on mode)
include a lot more than just alt.
