It hasn't been sinve I've had a car, so for at least 26 years. I think
it used to be, or at least so my father tells me.

Our shop usually tightens them while still suspended with a pneumatic
impact wrench (the large mass of the wheel allows the wrench torque to
be countered with the other hand easily) and then hand-torques them
with a calibrated torque wrench on the ground.

No further inspection necessary or recommended.
