I would suggest holding the finance and high management people responsible, those paying the engineers and the technicians. With both financial and penal  penalties.
Our modern world is going to have a cornucopia number of issues on who controls the robots and who is responsible for the robots, who gains from the “work” done by the robots and who loses…
