[SystemSafety] New IEC draft guide

The IEC has produced a draft guide: "Security aspects - Guidelines for their inclusion in standards"

The intent of such guides is as specified. If you are producing a standard for something to which
cybersecurity is relevant, then it will have to conform. ISO/IEC Guide 51, for example, does
similarly for safety. It says, basically, you have to include HazID, HazAn and RiskAn explicitly as
required procedures. Notably, it doesn't say that system operation has to include structures for
appropriate incident and accident monitoring and analysis.

People who want to comment on the draft guide should contact their national electrotechnical
standards organisation and ask for a copy of the draft.
