Probably because:
1 This is theoretically a German  (Bielefeld) list. 
2 For the same reason someone posted a US government bill and someone a
report on a Japanese satalite.  This list has multi international intrests.
3  Safety standards and the production of safety standards is off intrest to
many/most/all  on this list.
4 This is a cathiolic discussion group. They let you post here :-)
