IEC obviously understand the importance of maintaining the
exclusiveness of their brand.

Providing low cost access to grubby students would damage the brand
image.

IEC 61508 is an aspirational item.  You are not a success as a manager
until your discretionary spending limit allows you to purchase a copy
to casually adorn your office, to be noticed by visiting dignitaries.
