The Guardian too. First said to have been at 2am. Houston is GMT-5, which makes them six hours behind BST, and almost four hours before the time of this post.

The company makes peroxides. People have been evacuated in a 1.5 mile radius of the plant since Tuesday. The company says that the best course of action, agreed with the emergency services, is to just let happen what is going to happen and "let it burn itself out".

It could have been well known to them (and their insurers) that they would be vulnerable in the case of significant flooding. Sometimes just to let things alone and clear up afterwards can be a reasonable contingency plan. I obviously have no idea whether that would be so in this case, but some people close to the situation obviously think so.
