[SystemSafety] ALARP / SFAIRP

In case anyone is getting confused ... the 1949 legal definition
predates the UK Health and Safety at Work Act 1974 but the legal
definition of "reasonably practicable" is the same. An explanation of
ALARP and SFAIRP can be found on the HSE website
