Please bear in mind Part 10 is "informative" therefore does not contain requirements. And it is referring to proven in use (which at least in my experience we'd rarely use). For an integrator using an element developed as SEooC then they have to confirm that the assumptions the developer made are valid in their context of use. See Part 2 Clause 6.4.5.6 b) "the validity of the assumptions on the intended use and context of the element developed separately from an item shall be established."  Naturally this is a requirement.
