The purpose of this is to train the population to follow pointless
rules.

I was talking to a 'security' person standing near the entrance of
a local university, and asked her what she was supposed to do if
she say a phone being snatched.  "Nothing".  She was a visual
deterrent.

How much deterrence does a middle aged woman standing wearing a
high-viz jacket project to would be phone thieves?
