[SystemSafety] JASPAR handbook of microcontorller for functional safety application

Dear all.

JASPAR (Japan Automotive Software Platform and Architecture) has released
handbook for
microcontroller in functional safety application.
This handbook contains idea about how to implement requirements of ISO 26262
especially in metrics calculation.
The handbook is under development and the released version is baseline for
further update.
