Quality of code is a rather nebulous term and there does not seem
to be a great deal of agreement between the various definitions
that have been given.

I take it what you are really interested in is something like
probability of fault occurring per unit of use?

Isn't one of the purposes of things like SQALE to ensure that
software having the desired characteristics is independent of
experience?  Yes, experience enters the equation but only as
a cost issue, with more experienced potentially being cheaper
in the long run.
