[SystemSafety] Qualifying SW as "proven in use" [Measuring Software]

The number one, two, and three issues are that private companies:
 1. don't want their dirty laundry aired in public.
 2. don't want to be told what to do or how to do it
 3. don't really care unless there was some legal reason to care, and even then don't really care
