The traffic law in Germany stipulates a reaction time of 1 second. It may seem odd to stipulate
something like this, but there have to be engineering values used for calculating whether a
particular traffic instruction/information measure is appropriate for speeds and locations.

In commercial aviation, a reaction time of 1.5-2 seconds is generally seen/used.
