I haven't read all of it yet, but my understanding is that the current
scandal is about the smaller Diesel engines which VW claimed could
fulfill the strict NOx emission regulations *without* AdBlue. And they
sort of could, in a low-power, high fuel-consumption regime, which was
activated when a dyno test was detected.

What the cited article implies is that the only way to fix these
engines may be to add an AdBlue (urea) injection system.
