Why do you think that Reynobond FR was utilised (as opposed to Reynobond PE).

Viewing the footage of the fire I would have thought it highly likely that the panels were the base range PE version as opposed to the "more expensive" fire retardant option . . .

. Obviously it is a major concern in the wake of the Grenfell Tower fire.

Many of the initial press articles were indirectly hinting that the panelling was the "cheap stuff", for example that polyethelene-core panelling was used instead of the mineral-wool-core version to save less than £5,000. It would be well to dispel this impression - I think it is mistaken.

Reynobond panelling is produced by a major company, Alcoa, and used throughout the world on large buildings. Reynobond is a registered trade mark in the US of Alcoa. Here is the marketing brochure:

Note in particular 1.03A: "Shop drawings shall show panel system including attachment methods, joinery, sealing methods and accommodation of thermal movement. Details shall not be drawn less than one-half size."
