I had a look at the report and a novel denial of service attacked came to 
mind. 
On page 13 is a picture of an 'electric vehicle parking only' placard. 
What is there to stop some organized gang of electric vehicle opponents 
from commandeering non-electric vehicles and parking them in EV slots? 
This would both tie up the limited number of EV slots and tie up municipal 
services (police/tow trucks/impound lots).
