What is there to stop some organized gang of electric vehicle opponents
from commandeering non-electric vehicles and parking them in EV >slots?
This would both tie up the limited number of EV slots and tie up municipal
services (police/tow trucks/impound lots).

In Australia the municipal services and towing companies would welcome such
a denial of service attack as a healthy boost to council coffers ($150
parking fines and $400 tow fees).
