I suggest that there are (at least) two different ways of looking at this issue.

One is the diplomatic way, which Tom suggests: here are the "others", they have their concerns,
which we take as prima facie as legitimate as "ours"; we talk, we negotiate, something comes out.

Another is as follows. "We" have certain principles, developed over nearly a century, which have
over the long term ensured that NAS is now the safest transportation space ever, anywhere. (Other
space, such as European airspace under some concept of "Europe", may be equally so.) Let us calle
this the "civil airspace use system" (CAUS, to be distinctly pronounced from "chaos" by emphasising
the "U"). Desired UAV operations violate various fundamental precepts of this CAUS. What are the
consequences? Can violation of these precepts be mitigated?

I prefer the second approach.
