Try telling that to aerospace engineers at (1) Lockheed Martin and (2) 
Sukhoi ...

In Komsomolsk-on-Amur, they know how to make prototyping work 
cost-effectively for them. Shame they didn't seem to get that idea with 
the JSF. - which various military aviation analysts believe would be 
ripped to shreds even by an Su 27.
